Accounts Payable/Payroll Officer

Short Description:

Access Alliance Multicultural Health and Community Services (AAMHCS) is a Community Health Centre that is committed to and works to improve health outcomes for the most vulnerable immigrants, refugees, and their communities. We do this by facilitating access to services and addressing systemic inequities. As a member of an interdisciplinary team, the Accounts Payable/Payroll Officer supports the workflow of the finance office, with responsibilities including payroll, other compensation related duties, finance and accounting to meet the strategic and operational goals of Access Alliance. Reporting to the Finance and Operations Director, or designate, this position works both independently and collaboratively with staff, community partners, and volunteers.

Responsibilities:

Accounts Payable and other Duties

  • Processing of payables according to established procedures including invoices and credit cards
  • Assist in streamlining and improving the A/P process
  • Support Finance Coordinator with funders’ reporting and funding proposal submission as it relates to accounts payable/payroll
  • Monthly entry of petty cash expenses to the system and reconciliation
  • Assist with payroll related budgeting/ forecasting preparation
  • Assist in annual audit process and complete annual (year-end) reconciliation reports
  • Reconcile accounts allocated including petty cash to GL monthly
  • Assist with claims quarterly and other funders reports as required
  • Back up Payroll/Accounts Payable Specialist during vacation and other absences
  • HST reconciliation
  • Other duties in corporate services as required

Payroll

  • Process the full cycle of semi-monthly payrolls for salary and hourly employees in a unionized environment in an accurate and timely manner
  • Administer various payments such as sick pay, retro pays, vacation pays, etc.
  • Process payments to third parties (group benefits, union dues, RRSP, pension payments)
  • Administer Group Insurance Plan and HOOPP Pension Plan (benefits management, registration and termination)
  • Prepare monthly group life summary by department and input to accounting system
  • Process Semimonthly timecards from all staff and tracking implications for payroll as they arise
  • Prepare and submit Record of Employments
  • Ensure monthly and year-end regulatory filings (WSIB, EHT, T4’s) are completed on a timely basis
  • Respond to inquiries from internal departments and staff regarding payroll matters in a prompt, courteous and professional manner
  • Coordinate with Human Resources and Operations to ensure proper flow and maintenance of employee data
  • Other payroll and finance duties as required
  • Orient new staff to payroll and benefits (incl. HOOPP pension plan)

Skills and Qualifications:

  • 3-5 years of payroll & accounting experience preferably in non-profit and unionized environment, is required
  • Minimum post-secondary accounting/bookkeeping education is required
  • Experience with QuickBooks Enterprise and QuickBooks Online is strongly preferred
  • Advanced MS Office Skills (Word and Excel) is required
  • Payroll Compliance Practitioner (PCP) from the CPA (Canadian Payroll Association) is an asset
  • Familiarity with HRIS and ADP payroll system is preferred 
  • Experienced with Defined Benefit Pension Plan Administration (such as HOOPP) is preferred
  • Excellent organizational skills and demonstrated ability to work with and improve multiple administrative systems and policies
  • Excellent verbal and written communication skills
  • The ability to proactively identify issues, propose and implement solutions
  • Good interpersonal skills with both clients, volunteers, students and co-workers
  • Good communication skills, both written and verbal
  • Demonstrated ability to work as part of a team
  • High attention to details
  • Demonstrated ability to prioritize work and to manage time appropriately
  • Demonstrates a commitment to work from an integrated anti-oppression framework

Salary: $48,552 – $52,568/ Annual

Duration: Permanent

Hours: 35 hours/week

Bargaining Unit: This position is not part of the bargaining unit.
